Please see the attached vetting enquiry froci B,A,Q.R* 
for 5 F*C*L*U, Hook of Holland (a designation unrecognised by G*1), 

Although van KOUTRIX was employed ty us from the end of 
1940 (see 6a J until 22*10, 41 . he was subsequently employed by 8*1*3* 
as an examiner at R*V.F.S. from January 1941 (22a) until some tiiae 
later the same year (45&)i and the most interesting period of his 
career would seem to be that spent in P*C0 f s office at The Hague 
before, and during the early months of, the war (60b). In the light 
of our records, van KOUTHIK's letter may be described as the truth but 
not the whole truth. 

As you will see from Colonel Vivian's letter at PP. 66950 j 
serial 4a, S.I. 3. were handling this case with the Dutch in September 
1946 and we have no later information about it* It seems* therefore, 
that S,I,S» are the only people who can give us the answer for B.A.O. R. 
and I attach a draft letter for your approval or amendment*

I have now received a reply from 5.I.S. regarding Folkert Arie 
van KOUTHIK, They agree with qy view that he is most unsuitable for 
employment in any capacity by any British organisation. 

It is known beyond all reasonable doubt that whilst employed 
3.I.S. van KOUTHIK acted as a Double Agent on behalf of the German 
Intelligence Service from the end of October 1933 to the .date of his 
evacuation from Holland in May 1940. After his arrival in this country 
he proved thoroughly unsatisfactory when in British service and disloyal 
to the Dutch Government in the U.K. when employed by them. 

His release after a period of detention by the Dutch Authorities 
in Holland was entirely due to the fact that the Dutch found it impossible 
to brin- him to court on the evidence in their possession. This was, no 
doubt, due to two factors: for reasons of Service susceptibilities the 
British did not supply the Dutch Authorities with the coinplete evidence 
at their disposal and secondly, it might have be ossible in law to 
prosecute an agent of the British Intelligence Service for treachery to the 
latter on Dutch soil especially as the actions took place while Holland was 
still nominally neutral, 

S.I.S's final paragraph rea

I hasten to offer my services for one of the clerical vacancies at 
your oamp, of which I was informed by Kr. Brand of the Rotterdam Labour 
exchange. [ am of Dutch nationality 36 years old, married and have 3 
children. I was educated at the "Lagere School" and 4 years "H.3.S.", 
after which I was employed as a clerk at a fonrarding-offioe for 3 years, 
furthermore as the assistant-chief-controller at Wm. H. liuller & Co., 
ahxpbrokera, Rotterdam for 2^ years.

Aspionage in Holland. On the day of the invasion In Kay 1 %.0, I rooeived 
instructions to sail for England, with my family and there I continued to 
work for the British Yter Offioe (M.I. 5. Scotland-Yard, S3, MI 6.). 

While I was working at the Jar Office, the head of my seotion was 
Mr. F.C.B. tfood, of Charnwood, Chislehurst, Kent. 

As reference I may also mention the Rev. O.R. acworth of 206 Felixtoure 
Road, Ipswich, with whom I worked for a considerable time during this 
period. In 1%3 I had to join the Royal Netherlands Wavy (Sub-Karine 
Service at Dundee, Scotland). 

Back in Holland in September 1 %-5, I was given a position in the 
organisation of the Dutch Haval Stores at Rotterdam aa a C.P.O. (Special 
Duty) and as the head of the Store administration as well as 'head of the 
Civil Store personnel (copy of testimonial I enclose). , 

Ity position here terminated as the result of my arrest by the Dutch 
autl)oraUes, suspected of having for the German Counter Intelligence 
oetore the war. Two years of investigati n resulted in my sudden release 
now two months ago, without having been accused or having been brought 
to Court, 7/ithout a chance even of defending myself. For details about this 
case I nay refer to Mr. L.A.JJ.'. Jonkergouw of 204 Laan v. N.O. Einde at 
voorburg, ray lawyer. 

I also enclose a copy of a letter from the above mentioned Rev. OR. 
.-icworth, vhich I received during my ti.ie of inteinment. 

If the fact that I was interned by the Dutch Authorities and unjusti- 
fied named a "political delinquent" should be taken to militate against 
my application for the vacant post, I would ask you to appreciate that my 
work before and during the war, was conscientiously against the enemy and 
that I have been a victim of unfortunate circumstances. 

Meanwhile I trust you will be jood enough t° extend to me the favour 
of an interview.

We would be grateful if you could inform us as soon as possible 
whether subject is still in this country, or the date of his departure 
from the U.K. and his destination. 

You mil no doubt recollect Van KOUTRIK as having been in the 
employ of your department on his arrival from Holland in May, 1940, and 
later as an interrogator for M.I.6 at the R # V,P.S. for some months in 
1942. 

Our last trace of Van KOUTRIK is dated August, 1943, ™h«n he was 
living at 2 Seafield Terrace, Broughty Perry, near Dundee, and where, 
we understand, he held a job with the Dutch Navy.

surrendered my Certificate of Registration, no. 9**42jJ0 to the above 
Naval Office, I herewith bring to your notice that thia certificate 
was returned to me yesterday* 

I would like to draw your attention to tiie following:- 
Having worked for the British War Office for a number of yeai^ before 
and during this war, the following was entered in my Certificate 
of Registration:- 

"The Secretary of State for the Home Department 
has directed that:- Koutrik, Folkert, Arie van, the 
holder of this registration certificate shall be 
exempt from any restriction imposed upon aliens by 
that description by any order made after 31*8*39 
by the Secretary of State under Articles 9 and 11 
of the Aliens Order, 1920, as subsequently amended.

Netherlands Army, has written to the Royal Dutch Military 
Mission as follows:- 

"Since the end of 1936 I have been in the service 

Government, namely the Secret 
Intelligence Service . since I have been In the 
United Kingdom I have been working for M.I.% 
As the section in which I *as employed has been

1941. It greed, however, that I should be

With reference to our telephone conversation 
on the activities of Tan Koutrio I saw the Chief 
Constable of Southend-oo-Sea yesterday, and inciden- 
tally, left a message for Van Koutric that he was 
to return to Head Office. 

Everything now is all right with the Chief Cons- 
table hut he did at the time think that the procedure 
adopted by Van Koutric was a hit odd. 

When the Detective Inspector told Van Koutric thai 
he could not let him have the files without making any 
reference to the Chief Constable, Van Koutric said "whats 
it got to do with the Chief Constable. 11 

. Hunt is very kindly at the moment having his 
file of .Marconi-Echo copied so that he will be able to 
supply this copy immediately he gets written request from 
Head Office m 

I think that this request should be sent off to him 
at once fro Head Office so would you be kind and get it 
done, and I must say that I feel it should be done im- 
mediately.

Ad I have already reported in report no 1 f Mr .Anno Id 
at Hockley did not mow that I was coming, according to &ae iac 
that his brother in London had not given a message to him^althui&a 
this was promised. 

According to this i had to look lot a room xor the nigh 

through which I came in contact with tne local- police, as it was 

immidiately reported in this little village, that a stranger had 

arrived ■ 

It is therefore uhat I was asked to come to R0CHP0RD on 

the i 8-9-4U to present myself at police-headquarters by inspector 

ST ANGER. This man f arter having seen my papers, and jaiowing for wha, 

reason I was in Hockley, told me that he had to re^art to the C#I«D 

which department always is dealing with cases like I had to do here 

Although I told him that I had to do the job myselx.and I did not 

want the help of any department or C*I,D. I had to meet inspector 

DRIJW and his assistant BURBSff from C.I.D. at Pltsey.They drove 
specially from Pitsey to Rochford to meet me. 

After they had seen my papers again, insp. BRING told me 
that it was his duty to assist me in this case and fcis assistant 
BURDEN was told to help me if neccessary. 

On the 19 th of September again I v,as asked to come to 
Rochford. There I met Maj. DIXON at about 8 p.m. This man specially 
was asked to come down from Cambridge by insp . BRING » to meet me at 
Ro chf o r d. Ma j* DIXON f who is said to be an officer of M.I. 5, seemed vo 
be very angree about the fact that I was worJcing in Hociciey.He 
also inspected my papers and then he telephoned r as he toxd me f Mr. 

WOOD. 

When he had finished his talk with Mr. WOOD. he said xo 

me that it was the fould of head" quarters in London, that he waa n<»t 
told that I was coming to Hoeicley. 



All this trouble is according to uhe I act, that Mr. 
ARNOLD at London had forgotten, what he promised to us f before I leart

I arrived at Hocley yesterday ^nd ax. Tiiio.Uw.de 

foul i house v^here Lir, Arnolds brother was -Living, 
.Arnold however v^e rut at home and it w^s not iOiown when he 
aid re turn. Although Mr, Arnold at London premiss ed as to sent 
a message to his brother in Hocley, it appeared that this wa,s not 
done, as there was njbody who expected me* 

As I could not get back I had to look for a hotel for the night* 
Hoc-ley is a small village and there are only two small hotels, 
and both were ful-L up. I got the address of some private-housea, 
.but also there was no roo^ free. 
As I told already Hockley is a small vilage and after the three 
hoars I had to walk around to find a room for the night, it se^ed 
that one of the inhabitants reported to the police *that ^o^ebjdy 
was trying to get a place and when I went bac-£ to the station to 
go to the neighbour- village, Bale igh, to see if I could fin£ jomethx 
there, two policemen as^ed me to come to the police-headquarters. 
Here I met the poi ice -constable ^OOJi,iAjff,>vho asiced for ^y papers. 
Then he aSiied me for what reason I came to Hocl-i:iey.ao I had to 
explain hi a the letter. He was very friendly and it ay pear id, that 
the local-police had already so^e informations abuut the man with 
the camepa^Ar.WOODilAH gave me already all possible heip in get tin 
information about this .<&n.
